Brent suggests a cover-up by Utopia, making this show probably the point at which that meme first entered the mainstream. Or maybe just the point when it achieved acceptability after all, there's a not-too-well-hidden anti-Utopia streak in the TU's America. (This may, of course, just be down to the American people's suspicion of anyone who claims good intentions while doing things that threaten our Top Nation status.)
Many South Americans had been suspicious of Utopia as well, seeing the "colonization" of Mexico (by T2M Americas and Utopia's new North American HQ) as the beginning of a new wave of conquistadors. The prompt response of T2MAm to the São Paulo bombing turned that right around.
That, and the other gains Utopia will make from the bombing, may suffice as explanations for Proteus' doing it (assuming it was a Proteus op, of course, but I don't know of very many Aberrant fans who don't make that assumption). Still, you'd be surprised how many chins William of Ockham can't shave.
