Yes, the POD is a bit obscure for this one. Why do superhumans make Puerto Ricans decide for full legal assimilation into the US?

Probably for the same reason the Trinity Universe's Boris Yeltsin died in 1999, its Fidel Castro in 2000, and its Pope John Paul II sometime in 2001. What one needs to bear in mind, with the TU, is that its actual POD is in 1922; the next 75 years, eight months and a day look (in general outline) more or less like OTL, but the details are sufficiently different for (e.g.) the Galatea to be in orbit on N-Day.
