The precise control of thought, feeling and apparent sensory impression.
It has occurred to the present author that Chiraben's superiors may have intended the attempt on Corbin's life to fail, with the precise effect it had, of rendering him a fugitive.
The segment, like the Monika Show segment yesterday, is full of such de-informed statements that I find it hard to look directly at it ("I didn't know that Teragen was short for Terror Generation"). Also, in our timeline, KZEX is (or was) in Seattle, while Houston has (or had) KPRC.
Geryon, Leviathan, Penetrator and one "Reflex" go back and forth in OpMail about the topics. Leviathan and Geryon opine that, if baseline society sees Terats as monsters, they should be monsters. (Of course, those two are Monsters themselves, in the Teras sense, so they're not exactly unbiased advisors.)
Leviathan expresses the hope that Utopia's mindshare can be undermined — "Watch what happens when this Slider incident gets revealed in public" — but Penetrator is less sanguine:

While observation of the Count's Valencia home from outside,
Reinhold finds he "must honestly question the usefulness" of the entire operation, particularly given that the Directive aren't the only ones keeping this eye on the Count: "Interpol, the American CIA (acting independently of us), the Spanish national police and Project Utopia" all have presences as well, and the combination is as obvious as the proverbial weasel on acid, particularly given Utopia's attempts to rattle Raoul's cage:
Reinhold suggests they stop "running endless background check on every pathetic fan" heading in, they use these people as HUMINT assets. He also recommends getting Utopia to back off with "[t]he judicious release of some of their darker secrets".

[Aberrant] André Corbin flees the site of Jennifer Landers' funeral in the middle of delivering the eulogy, literally breaking off in mid-sentence. (In his after-action report, Chiraben expresses uncertainty as to whether "the Scarecrow" left because he'd spotted Chiraben himself, 2 km away with a high-powered rifle ready to "send him back to Kansas with his new heart", or because he'd recognized the Proteus crowd-control personnel among the "mourners.")

Houston's KZEX airs a Man on the Street segment about the Teragen (which is picked up by N! the News). Over the course of the day, four Teragen inboxes fairly buzz with discussion of the show, the Slider scandal and other matters.

Utopia will turn around and claim that these were the actions of renegades working on our behalf. Society will fall for that "I didn't inhale/I didn't ejaculate" crap each and every time.

Karl Reinhold, deputy director of Germany's Bundesnachrichtendienst, sends a top secret eyes-only missive to Arnold Harris of the Directive re surveillance of Villa Orzaiz.
While observation of the Count's Valencia home from outside,
combined with IMINT and SIGINT resources, has certainly revealed that Orzaiz welcomes a variety of people to his home, including some known nova troublemakers, various members of the European high society scene... and baseline groupies, we have yet to make any firm ties to a larger Teragen organization.
Both Caestus Pax and Saxon have made visits to the estate in the last 48 hours, making threats about the murder of Jennifer "Slider" Landers. This certainly isn't going to encourage Orzaiz to make any slip-ups in his villa.
Reinhold suggests they stop "running endless background check on every pathetic fan" heading in, they use these people as HUMINT assets. He also recommends getting Utopia to back off with "[t]he judicious release of some of their darker secrets".
