md_donighal these days is that he's not proud of that sort of overheated rhetoric, though he doesn't deny that he said it or that it represented how he really felt and thought at the time.
A lot of baselines thought they were being hoaxed, that this was some nova's attempt to duplicate the shock value of Orson Welles' 1938 War of the Worlds radio-drama. Only a handful of novas knew how serious he was. I can't remember where or even if I wrote about their becoming, so I'll link to an entry that mentions them as a group.
The sort of disaffected youth who, in other worlds, would be wearing Che or Malcolm or "Magneto Was Right" T-shirts.
Narcosis was evidently one of those; she wants to have Mal's baby, despite his more-or-less total disinterest in hetero sex.

[Aberrant] "Homo sapiens novus, I know your worth, I sense your frustration, and I have seen your destiny; hear me now." With those words, Divis Mal begins the overriding global OpCast, emanating from the Azores, that will make him known to the world at large, issuing the so-called Null Manifesto. Mal essentially rejects the Zurich Accords, stating that "the One Race" is not human and that novas are therefore not subject to human laws, boundaries or moral codes (any more than baselines are subject to the rules of chimpanzee society), nor may they claim citizenship in any nation established by humans. Novas may be granted diplomatic privileges by human governments, but they are essentially "governments" unto themselves.

The Teragen makes its own debut on the world stage within 24 hours, publicly endorsing the Null Manifesto and renouncing all ties to baseline governmental bodies. Project Utopia comes out in strong public opposition to the Teragen's position, and it promises, in front of a closed UN Security Council meeting, to monitor Teragen activity. Sales of Teragen-specific bootleg merchandise skyrocket, particularly among the First World 18-35 demographic.

Bounty, Leviathan, Sin-Eater and Synapse all come to the Teragen banner in the aftermath of the Manifesto. Bounty brings with her the datum that Utopia (actually Proteus) is dosing novas with sterility drugs, and uses her powers over fertility to reverse those drugs' effects on Terats who request it.
