Sorry this isn't as cool and detailed as the ones that made
etherlad dig me so, but my nose has been making a serious effort to implode all week, so I've had little brainpower to spare for these things.
That aspect of Proteus' operating style (both the overall Æon division and the special project that shares that name) was probably inspired by 60s spy novels (like Len Deighton's The Ipcress File and its sequelae) in which the most secret agencies make their agents' curricula vitae disappear.
