Charles Moring to a Dr. Fielding relays General Thomas Endicott's insistence that the "Project Cornucopia" powered armor units be made operational, and obliquely mentions certain information to which the general is privy that he thinks will keep Utopia's S&T regulators off the DoD's backs.
